At times the terminology used in questions proves difficult for me. I assume "substance use disorder" means one that uses illegal drugs. Since pregnant, they are individuals that are breaking the law and putting their child in danger. I definitely believe these folks need prenatal care and treatment and if their illegal acts cause damage to their child they should face the legal system.

I personally that ones pay is their personal information and it is poor taste to share that information however unless the employee has agreed to keep this information as proprietary to the company and not to be shared one is within their rights to share.
